IV. Application Procedure
4_1. Submitting an Application
Any project meeting the forest type and technical model criteria can apply.
NCIx adopts internationally recognized methodologies (especially IPCC modules and data), but its parameters should:
· Adopt parameters from conducted research or similar regions.
· Ultimately establish project-specific parameters for the application area.
Applicants can also propose their own methodologies, but they must be reviewed and approved by the committee before entering the formal review process.
NCIX methodologies adopt a "Framework Solution":
· Provides a core structure and common modules.
· Allows flexible adjustments within the established framework.
· Aims to shorten application time and reduce costs.
The application must be prepared by the applicant and verified by an NCIX-approved third-party validation body before submission.
4_2. Review Principles and Quality Requirements
Review is based on the fundamental requirement of "High Quality," with core aspects including:
· Reality
· Effectiveness
And must conform to:
· Transparency
· Science-based
· Measurability
· Traceability
Additionally, it must not cause significant negative impacts on any party.
Main principles include:
· Principle of Conservatism
· Principle of Materiality
· Baseline
· Additionality
· Permanence
· No Double Counting
4_3. Required Application Documents
The application must include the following content:
1. Boundary Delineation
2. Forest History and Background
The NCIx expert team will review the application and conduct a field inspection to confirm the authenticity of the application content.
A core task of the review is calculating the carbon sink volume, based on which the following is issued:
VCU (Verified Carbon Unit)
· Adjustments made every 5 years.
· Qualification will be revoked if fraud or major violations are found.
Furthermore, NCIx adopts a high-integration assessment. In addition to carbon sinks, it also examines:
· Environmental impact
· Social justice
· Economic development
· Cultural and traditional values
Ensuring no significant negative impacts on other aspects.
4_5. Management and Listing Mechanism
The core management focus for VCUs is avoiding:
· Double issuance
· Double usage
Management methods include:
1. Dual Registration
· Local Registry
· Blockchain System
To ensure data:

· Transparency
· Traceability
2. Trading and Globalization
Through blockchain mechanisms:
